His parents are Alice Sheppard/Shepherd and Frederick Wintringham/Winteringham.

You will need to purchase the birth certificate for Herbert and the marriage for Alice & Frederick, marriage will confirm Alice parents as Elizabeth & Eli/Ely.

If Herbert is Alice's son then then Alice would have been 15 when he was born. ASheppard is right get his birth cert to be sure of his parents.
