The only Bartlett's I know of who lived in the Eastern Cape were the children of Selina HAYWARD. She came from Wiltshire, England born about 1809 the daughter of James HAYWARD 1781-1861 and his wife Tabitha, nee Pristow I think this family migrated there about 1820.
Selina married William BARTLETT he'd been born in England around 1795 I'm not sure who he was and he died about 1849. I believe they had 6 children Eliza 1825?1879, Rachel 1829?1838, James 1833-?
Benjamin 1834?1898, Rhoda 1845?1850 and Henry 1848 ? ?
Don't have a second forename for Henry. It's a longshot but he might be your Harry, he married a woman surname CROUT.
Or maybe William BARTLETT 1795-1849 had a brother Harry James. possible both names repeated in this family.

Harry (Henry) James Bartlett was born in Manchester England on the 29th April 1874 so maybe he was related to these Bartlett's
