Unable to locate a birth for William John LEE in Ballarat but I did find this one. Hard to say if it's the one you seek without a birth year or mother's name.

Mother: Emma Ann SIMPSON.

William John Lee married Adelaide Anne O'Leary in Ballarat Victoria
He married Floris Chessell White in Methodist Manse Brompton SA on June 2 1930
He was a fire officer in the Adelaide Fire Brigade from about 1925 until his death on Jan 16 1944 at Adelaide

Had a look at the South Australian records today and going by William's ages given for his marriage in 1930 and his death in 1944 he was born circa 1886-88. Searched the Victorian births again and the only birth I could come up with was the John William Lee born in Ballarat in 1888. You also need to keep in mind that given names were sometimes recorded in the BDMs in reverse.
I searched the birth records and picked up William and Adelaide's two children, William James and Alfred Ernest, born in Ballarat East in 1909 and 1910, and alsotheir daughter, Irene Marjory, born in S.A. in 1914. You mentioned William and Adelaide were married in Ballarat, but after searching the LEE and OLEARY marriage records in Victoria for an hour could not locate their marriage. I then started searching for their marriage in other states and found this marriage in N.S.W.
Groom: William J LEE.
Bride: Adelaide A O'LEARY.
Year married: 1908.
Place: Broken Hill district.
Reg #7483/1908.
If William and Adelaide were married in Victoria you could obtain the marriage certificate and confirm William's parents names, but marriage certificates in N.S.W. at this time did not record parents names and we are back to square one. However it may be worth obtaining a copy just to confirm William's age and birth place.
If William and Adelaide were married in a Church in N.S.W. I would also be trying to obtain their marriage details from the church. The church records sometimes contained more information than marriage certificates.

I will research the marriage in Broken Hillto find out William John's mother's name. I believe that his mother's name was Livermoore and she was not married and the birth was not registered.

Not sure why you think William's mother was a LIVERMOORE but you may be interested to know there was a Jane Ann LIVERMORE had a son named Alfred James LIVERMORE in Ballarat East in 1896. Alfred died in Ballarat East in 1896 when a few months old. The father was recorded as 'unknown' for Alfred's birth and death. It's possible this Jane Ann LIVERMORE was also the mother of William John LEE.
Also interesting to note William LEE and his wife Adelaide O'LEARY had two children in Ballarat East in 1909 and 1910.
These details may come in handy at a later date.
William John Lee was my husband's father and my husband and his twin brother both have Livermoore for their second name. William John died when my husband was 14 so he doesn't remember much about the family. (His uncles and aunties). All of his step-brothers and sisters have passed away. William LEE was born in Ballarat and must have gone to Broken Hill for some reason and Married Adelaide O'Leary then returned to Ballarat and had the two boys (my husband's step-brothers) then came to SA and had a daughter then later re-married. I don't know what happened to Adelaide O'Leary, whether she died or they divorced.
