In the UK 1901 census that i am looking at, assuming it is the same couple Frederick & Ellen are living with his mother Ann M Biddle born 1833 a Milk Shop Keeper. Frederick and Ellen were both born in 1872 in Birmingham, Warwickshire. Also living with them are their 3 sons Frederic J 1897 Wolverhampton, Christopher F 1899 Birmingham and Horace B 1901 Birmingham. I Think what you are seeing may be a transcription error as looking at the original (handwritten) Ellen age could be read as 2
or 29, but when you enlarge it then you can see she is 29. They were married in 1894 in Birmingham Warwickshire, Quarter 3 6D 229 (reference if you want to order a copy of the wedding certificate)
In the UK 1891 census The one that looks most likely is Ellen aged 18 a "Laquerer" living with her mother Sophia a widow, a Midwife, born 1843 Birmingham, 5 siblings; Sophia, 1874 Birmingham a Press Worker, Thomas 1876 Birmingham a Bicycle Filer, Ada 1879 Birmingham a Scholar, Charles 1871 Birmingham a Scholar, and Nellie Field granddaughter of Sophia 1891 Birmingham. They were living at 214 Hospital Street, Birmingham

Wow in 1881 census loads more children Father Joseph 1831 Wolverhampton a Tool Matchett Mounter, wife Sophia, children, Joseph 1861 Birmingham a wood carver, Maria 1863 Birmingham a button polisher, John 1865 Birmingham a Filer, William 1867 Birmingham a Roller, Matilda 1869 a scholar, Ellen 1871 scholar, Sophia, Thomas Ada and Baby as above.
